In 1919, the British government, on the recommendations made by a committee headed by Mr.Justice Rowlatt passed two bills which are called the Rowlatt acts. These acts enabled the government to arrest and try any persons and search any place. The acts caused a wave of anger throughout the country. Mahatma Gandhi said that he considered the Bills an open challenge so started Satyagrah to protest against these repressive bills.
