Morley-Minto Reforms failed to satisfy the Indians. The powers of the Central Legislature and those of the provincial councils were limited. The Central Legislative Council could not even advise the Governor-General on military and foreign affairs. The franchise was neither wide nor uniform. It is thus clear that the Act was in no way a step towards the grant of self-government to the Indians. The grant of separate electorate to Muslims was a plan to create a gulf between the Hindus and Muslims and to break national unity.
