The government was now anxious to have Congress representatives at the next round table conference. In pursuance of this policy, the government made an attempt to arrive at a settlement with the Congress so that it would attend the next round table conference. Finally, in March 1931 A.D., Lord Irwin and Gandhiji reached an agreement which is known asDelhi Pact or Gandhi Irwin pact. The government agreed to release all the political prisoners except those convicted of violent crimes.
