After the elections of 1937, the Congress formed ministries in majority of the provinces. The Muslim League was severely opposed to the rule of the Congress ministers and wanted to topple them. On the beginning of 2nd world war in 1939, the Congress ministries resigned. Muslim League's leader Mr. Jinnah was very happy.
