Lord Cornwallis introduced this system in Bengal, Bihar and Orissa. Its features were : (1) The Zamindars were given the right to collect land revenue and were made the owners of land. (2) The Zamindars were to pay fixed land revenue to the Company (3) The Company had the claim to 10/11 of the gross revenue, fhe balance was kept by the Zamindar (4) The farmers or the RYOTS were made the tenants of the Zamindars (5) The Zamindars were deprived of their judicial rights.
